Situation
SEC users needed information spread across multiple systems and data sources. The agency had an in-house enterprise-search application, but it did not yet expose important information that was available through a commercial search product.
That created two problems: users still had to search multiple systems to find what they needed, and the agency continued paying substantial licensing costs for the commercial product.
Retiring the commercial search product was an explicit modernization goal, but the internal application first had to provide enough coverage and usability to replace it.
The problem
Replacing a commercial enterprise-search product was not primarily a matter of recreating its interface.
The in-house application needed to become a more complete access point for information distributed across numerous sources — including large databases, information from other agencies, and web-search results — while remaining practical for users who wanted one place to search.
Omar's role
While serving as a hands-on software architect/developer for a federal contractor, FADLtech founder Omar Fadl helped modernize the SEC's monolithic in-house enterprise-search application.
His work included application development and integration across the search experience, from the React/TypeScript front end to the Python back end and the addition of new information sources.
Approach
Expand the in-house application around the user's actual search problem
The modernization effort focused on making the internal application useful enough to become the primary enterprise-search experience rather than forcing users to move among separate systems.
The team added at least 10 data sources, many backed by large databases. Sources included information from other government agencies as well as web-search results.
Much of the underlying data remained in its source systems and was queried remotely, allowing the application to broaden search coverage without requiring every source to be re-platformed as part of the effort.
Modernize the application while preserving a practical path to replacement
The application was modernized using a React/TypeScript front end and Python back end while new data sources were integrated incrementally.
The focus was not modernization for its own sake. Each added source closed a functional gap between the in-house application and the commercial product the agency intended to retire.
What this demonstrates
The highest-value modernization projects often connect technical work directly to a concrete business constraint.
In this case, the goal was not simply to replace an old front end or adopt a newer technology stack. The goal was to make an internal application capable enough to eliminate dependency on an expensive commercial product while improving how users accessed information.
